Introduction
Mintek has an exciting career opportunity for a SHEQ Officer. The successful candidate will be responsible to maintain and coordinate the SHEQ activities of Mintek’s SHEQ-MS within the Cluster/Division, in accordance with the ISO 9001, ISO14001 and ISO45001 standards; where applicable ISO17025, ISO17034, ISO13485 etc.
Job description

KEY PERFORMANCE INDICATORS:
 
Establish, document, implement and maintain a Cluster/Divisional SHEQ management system in accordance with the ISO 9001 and/or ISO 17025, ISO14001 and ISO45001 standards and applicable legislation:
  • Assist in the implementation of Mintek SHEQ and RP policy, manual, procedures and programs.
  • Keep abreast of developments and requirements and ensure the SHEQ-MS complies with the latest requirements.
  • Assist in the resolution of audit findings properly and timeously and determine if corrective action responses are adequate and
    address the root cause
  • Identify, schedule and organize equipment calibrations, in consultation with process experts
  • Participate in other Division’s internal SHEQ audits as a member of the audit team
  • Provide day-to-day SHEQ support for the Cluster/Division
Facilitate the training activities within the Cluster/Division:
  • Implement, maintain and promote SHEQ and RP training and awareness programs
  • Train Cluster/Division personnel and contractors on their roles and responsibilities as outlined in the SHEQ policy and procedures.
  • Perform regular SHEQ briefings, training and job observations
  • Provides guidance on SHEQ compliance to Cluster/Division, tenants, contractors and visitors
Facilitate risk identification, assessment, prevention and mitigating control activities within the Division:
  • Facilitate and monitor the Cluster/Divisions risk management activities ensuring that SHEQ controls are effective.
  • Conduct HAZOP studies on minor equipment or process changes and/or upgrades
  • Conduct period SHE Inspections and self-assessments
  • Identify, schedule and organise equipment inspections (statutory and non-statutory)
  • Investigate incidents, resolve and close out investigations timeously
  • Investigate, evaluate and procure suitable personal protective equipment to ensure that the health and safety of Divisional personnel
    are adequately addressed
  • Implement and maintain radiation worker controls
  • Ensure proper storage, handling and disposal of hazardous and sensitive substances and materials
  • Ensure that the samples are properly handled to reduce the risk of sample contamination, and misplacements
  • Co-ordinate divisional and project specific medical surveillance
  • Co-ordinate and arrange project specific personal biological and environmental monitoring with external accredited organisations
  • Consult with Clinic personnel on medical related conditions, injuries and other SH issues that directly concern Divisional personnel
  • Collect and distribute TLD badges and urine specimen vials for radiation workers within the division on a monthly basis.
  • Implement emergency preparedness and response plans
Project management support:
  • Facilitate SHEQ audits, surveys and inspections as required by the Cluster/Division
  • Assist Chief Investigators in identifying what personal biological, environmental monitoring and specific medical surveillance is
    required for a specific project, in consultation with Corporate SHE Officer and Clinic personnel
  • Arrange disposal of project specific material with outside approved suppliers, closure, implement cradle to grave procedures
  • Facilitate risk surveys and HAZOP studies
  • Assist Chief Investigators in determining if there are any SHEQ legal issues and/or requirements to consider for specific projects, in
    consultation with Corporate SHEQ
  • Attend meetings (technical, steering committee, contractors or regulators) if and when required on behalf of the Cluster/Division
  • Vetting and approving subcontractors SHEQ documentation
Reporting writing and record keeping:
  • Evaluate and report on the Cluster/Division SHEQ KPIs
  • Provide input to the report and present on SHEQ trends in the Cluster/Division SHEQ Management review meetings
  • Provide input to external reports required as per Mintek requirements
  • Compile incident investigation reports and internal audit reports
  • Prepare SHEQ reports, statistics and presentations related to SHE legal Compliance performance
  • Facilitate Divisional management review meetings according to the procedural requirements.
  • Monitor the performance results and adjust the targets or implement improvements accordingly
Document and record management:
  • Maintain suitable divisional procedures that, in conjunction with the corporate procedures
  • Ensure that divisional SHEQ documents and records, both electronic and paper format, are created, updated and controlled according
    to procedural requirements
  • SHEQ appointments and role records updated and maintained

Minimum requirements

  • National diploma: Chemistry / Science or relevant qualification in the Cluster with Safety, Health or Environment
    formal qualification (NQF Level 6)
  • 3 years technical working experience in similar industry
  • The 3 years should include exposure and experience in SHE Management
  • 1 year of the 3 years should include exposure and experience in mining and materials processing
    Training:
  • ISO Standards: ISO14001, ISO45001, ISO9001 where applicable ISO17025 and related ISO standards
  • SHEQ Courses: leading of HAZOP study course, risk assessment course; accident investigator; problem
    solving and root cause analysis
  • Specialist knowledge of the relevant legislation; OHS Act, COID Act, Hazardous Substances Act,
    Environmental Management Air Quality Act, National Environmental Management Waste Act etc.
  • Internal auditor course in the following disciplines ISO14001, ISO45001, ISO9001 where applicable
    ISO17025
  • Registration or member of Safety, Health, Environmental, Quality or Radiation Protection professional body or
    SACNASP (South African Council for Natural Scientific Professions) Candidate member
